Technical inspection of vehicle has put in traffic rules in 1990 and Mashhad Technical Vehicle Inspection Bureau was founded as a subsidiary of Traffic & Transportation Deputy of Mashhad municipality. First technical inspection center has established in 2005. After that, other technical inspection centers were founded in different regions in Mashhad and the last center was Golshour which was established by full cooperation of private sector.

General purposes of establishing technical inspection centers:

  • Environmental plans, decrease air pollution
  • Decrease fuel consumption
  • Promote the quality of car factories products
  • Quality control tests of vehicle safety

The main task of the Motor Vehicle Inspection Center (MVIC) is to carry out technical inspection of passenger vehicles, Lorries, vans, motor cycles and other vehicles. The Motor Vehicle Inspection Office is a national institution under the Ministry of Transport.
The MVIC carries out technical inspection of both new and used vehicles. The tests at the vehicle inspection include the safety equipment of the vehicle, as well as noise and exhaust emissions. Carrying out vehicle inspections is the central and most time consuming task of the MVIC.

The MVIC also carries out the other tasks:

The MVIC participates in road inspections in co-operation with the local police districts and arrange certain driving tests, for instance for large vehicles. The MVIC issues special approvals.

The MVIC provides advice and guidance for public authorities, organizations and private individuals concerning among other things modification of vehicles for handicapped people.

The environment and motor vehicle emissions:
The MVIC has inspected the emission density from diesel vehicles. The purpose of this is to ensure a cleaner environment. The tests are carried out by means advanced equipment, which is attached to the exhaust pipe of the vehicle. The tests are carried out according to rules laid down by the EU. In the same way, the MVIC also measures the pollutants in the emission from petrol fuelled cars fitted with catalysts.

Periodical technical inspection
The inspection must be carried out two years after the first registration, and subsequently every second year. The periodical technical inspection was introduced in compliance with an EU directive from 1991. The rules that apply to the periodical

inspection are laid down in the Order on Registration and Technical Inspection of Vehicles, etc. You can follow the inspection very closely; you are in fact encouraged to do so. The inspector will frequently inform you about minor things to pay attention to, although they might not yet be necessary to list in the report.

We check the emission control system and measure emission gases CO and HC to ensure that they are within stipulated limits. We carry out a careful examination of the entire brake system since we know that a malfunction of the brakes, for example uneven brakes, can cause great danger in traffic. We check the front and rear suspension, tires and steering system to minimize the risk for breakdown due to wear and tear. We also inspect the load-carrying members, floor and wheel housings to discover rust and corrosion. If discovered at an early stage, the cheaper it is to repair.

Check List before the Inspection of a Car

Avoid unnecessary remarks by checking the following before the inspection.

Remember to check:

  1. that the windscreen wiper works
  2. that the battery is secured
  3. that the direction indicators, lamps and tell-tales work
  4. that the rear-view mirrors are complete and secured
  5. that the horn works
  6. that the safety belts work, also those at the rear
  7. that the rear registration plate lamp (-s) work (-s)
  8. that there is a warning triangle in the car
  9. that the oil level in the motor is correct (see the vehicle instruction book)

Finally, we also check the communication system, comprising head lamps, direction indicators, front and rear lamps, wipers, the horn and rear view mirrors. These are functions which make it possible for you to see and to be noticed by others.

Brake Tester

The brake force of each individual wheel is measured in N. Seized calipers, leaking wheel cylinders, leaking axle seals, collapsed or blocked brake hoses, faulty or wrongly adjusted proportioning valves and master cylinder problems are detected immediately.  These cause dangerous side to side and front to rear brake imbalances that will, in an emergency brake application, cause a vehicle to spin out of control.  The Black and White proof of these imbalances makes it easy for you to sell the extra brake work to your customers.

Alignment Tester

Just imagine, suddenly every car entering your workshop is tested for front and rear alignment. The side slip alignment tester is state of the art technology, designed for our harsh driving conditions.  With proof of excessive tire wear in black and white, extra wheel alignment sales are guaranteed!  And what about the cars that do not have to be put on your alignment machine because the alignment is actually within manufacturers

 

specifications.  A lot of time is wasted that way.  This tester is guaranteed to maximize the tire performance of any vehicle whilst at the same time keeping fuel consumption to a minimum as you are minimizing the drag of the vehicle's tires.

Shock Absorber Tester

Each individual shock absorber is tested for both compression and rebound.  Results are shown clearly in an easy to read format of percentages from firm to soft.  The proof in Black and White of shock absorbers past their working life will result in extra sales.

Weighbridge

Dealerships that have new cars fitted with aftermarket bodies no longer need to be driven out of the premises to a public weighbridge.  This can be done in your own service or pre-delivery departments!  Performance cars, where the corner weights are of utmost importance, can now be accurately measured within a couple of minutes.  It measures corner weights and then prints the results.  It can also be used for caravans, trailers, horse floats - in fact anything up to 1 ton per wheel can be accurately measured on models of the Pit Stop range.  The heavy vehicle Truck Stop can measure weights of up to 5 tons per wheel.
